GENERAL PUBLIC COMMENT.DURING GEN GENERAL PUBLIC COMMENT, THE PUBLIC IS INVITED TO MAKE COMMENTS ON ITEMS OF PUBLIC INTEREST THAT ARE WITHIN THE COMMISSION'S SUBJECT MATTER JURISDICTION, AND THAT ARE NOT LISTED ON THE CURRENT AGENDA.
PUBLIC COMMENTS ARE LIMITED UP TO THREE MINUTES PER PERSON.

UH, MY NAME IS PETE YANG AND, UM, I DON'T HAVE SCRIPTED COMMENTS.
I WANTED FIRST TO INTRODUCE MYSELF.
UM, I AM A MEMBER OF THE COMMUNITY.
UM, I WAS ONE OF THE PEOPLE THAT FIRST BROUGHT THE CLIMATE EMERGENCY RESOLUTION TO CITY COUNCIL FIVE YEARS AGO.
AND THE RESULT OF THAT WAS THE CITY OF PETALUMA ADOPTING A CLIMATE EMERGENCY RESOLUTION, THE FIRST CITY IN THE COUNTY.
AND THAT LED TO, IN, IN SOME INDIRECT WAY, ALL OF THE OTHER MUNICIPALITIES IN THE COUNTY AND THE COUNTY ITSELF PASSING CLIMATE EMERGENCY RESOLUTIONS.
I THINK AT THIS POINT, WE ARE THE ONLY COUNTY IN THE COUNTRY WHERE ALL THE MUNICIPALITIES HAVE PASSED SOME FORM OF CLIMATE EMERGENCY RESOLUTION.
ANYWAY, UM, IT'S NOTABLE TO ME THAT WE PASSED AN EMERGENCY RESOLUTION FIVE YEARS AGO.
AND IF YOU GO BACK AND READ ALL OF THE WHERE IS IN ALL OF THE RESOLUTIONS, THEY'RE ALL STATING THE EMERGENCY.
UM, IN, WE, WE, IN PROPER TERMS, THEY'RE, THEY'RE NOTING THE FACT THAT WE ARE IN A CRISIS AND SOMEHOW WE ARE JUST, WE, IT'S REALLY HARD FOR US TO, UM, TO TAKE ACTION COMMENSURATE WITH THE SITUATION.
I ALSO WANTED TO INTRODUCE MYSELF AND ANDY SCHRADER AS PETALUMA'S, TWO REPRESENTATIVES ON AN ADVISORY BODY TO THE RCPA REGIONAL CLIMATE PROTECTION AUTHORITY.
ANDY AND I ARE PETALUMA'S MEMBERS ON THE CLIMATE ACTION ADVISORY COMMITTEE, THE CAC.
UM, AT TOMORROW'S MEETING OF THE CAC, HE AND I WILL BE PRESENTING TO THAT BODY, UM, A PROPOSAL FOR ENGAGING THE, THE LARGER COMMUNITY IN, UM, IN EDUCATION, AWARENESS AND ACTION LEADING TO MEANINGFUL ENGAGEMENT ON THE CLIMATE ISSUE.
SO ANDY'S GONNA TELL YOU ABOUT THAT.

UM, SO I SPENT THE WEEK, WE USED TO LIVE IN TOPANGA CANYON, AND I'VE SPENT THE LAST THREE DAYS HELPING, UH, THE LA COUNTY SUPERVISOR, UH, KEEP PEOPLE SAFE IN TOPANGA CANYON.
UM, AND IT'S, UH, IT'S BEEN REALLY INTENSE AND IT REALLY REMINDS ME, UM, IT'S ONE OF THE REASONS WE MOVED TO PETALUMA BECAUSE WE LIVED IN TOPANGA.
WE KNEW THIS FIRE WAS COMING AND, UH, AND WE NEEDED TO GET OUT.

SO, UM, SO I'M REALLY GRATEFUL FOR THE WORK THAT WE'RE DOING IN PETALUMA.AND, UH, AND I'M HAPPY TO BE HERE.
UH, BUT I ALSO WANT US TO, TO THINK OF, UM, EVERYBODY IN LA UH, BECAUSE I HAVE FRIENDS WHO ARE, WHO HAVE BEEN FLEEING FOR THEIR LIVES AND HAVE LOST THEIR HOMES AND EVERYTHING.
UM, SO, SO AS PETE MENTIONED, WE'RE GONNA, UM, PRESENT A PROPOSAL TO THE R-R-C-P-A-C-A-A-C TOMORROW, WHICH IS, UM, AN ATTEMPT TO FIGURE OUT HOW CAN WE GET, WE'VE GOT ALL THESE JURISDICTIONS WHO HAVE AGGRESSIVE, UH, CLIMATE ACTION GOALS, BUT THEY DON'T HAVE, UH, UH, AN IMPLEMENTATION PLAN.
AND SO THE GOAL IS TO SEE IF WE CAN GET SONOMA COUNTY AND ITS CITIES AND MARIN COUNTY AND ITS CITIES AND NAPA AND NET CITIES, MAYBE WORKING TOGETHER ON A MESSAGING CAMPAIGN THAT'S, THAT'S QUARTERLY.
SO LIKE Q1 FOR THREE MONTHS, WE REALLY WORK ON WATER CONSERVATION.
AND THEN Q2, WE WORK ON, UH, BUILDING ELECTRIFICATION, Q3, WE WORK ON FOOD WASTE AND ET CETERA.
AND WE, WE WORK TO GET SCHOOLS AND UTILITIES AND, UM, NGOS TO ALL WORK WITH US SO THAT, THAT PEOPLE ARE GETTING THE SAME MESSAGES AT THE SAME TIME.
UM, AND SEE, AND THEN TRACK OUR, UM, YOU KNOW, IF, IF HERE'S OUR WATER USE, WE TRACK AT THE END IF WE HAD ANY SUCCESS, AND THEN TRACK IT, DO IT AGAIN NEXT YEAR, AND SEE IF WE CAN MAKE INCREMENTAL, UH, PROGRESS TOWARD OUR, OUR 2030 GOALS SO THAT WE ACTUALLY ARE GETTING TO THESE MASSIVE GOALS THAT WE ACTUALLY NEED TO, BECAUSE WE NEED TO DO NOT WHAT'S, UH, POSSIBLE, BUT WE NEED TO DO WHAT'S NECESSARY.

JUST, UH, ONE UPDATE IS WE'RE, WE ARE, UM, DOING A FIELD TRIP TO ELLIS CREEK WATER RECYCLING FACILITY FOR ALL OF OUR COOL PETALUMA MEMBERS OR ANYBODY WHO GETS OUR NEWSLETTER.
AND THE FIRST ONE FILLED UP SO QUICKLY THAT WE ACTUALLY SCHEDULED A SECOND ONE.

AND WE'RE REALLY EXCITED AND I KNOW THAT, UM, THAT EVERYONE IS TALKING ABOUT THIS BOOK RIGHT NOW AS A REAL BEACON OF HOPE AND ANOTHER WAY OF SORT OF TURNING THE, UH, THE NARRATIVE AROUND AND GIVING US SOME POSITIVE DIRECTIONS.

AND WE'VE GOTTEN, AS YOU CAN SEE IN THESE PICTURES, UH, MANY BUSINESSES DOWNTOWN TO SIGN UP AND THEY'RE ALL PROUDLY STANDING IN FRONT OF THEIR DOORS WITH THEIR BYO CUP, UH, STICKERS.
AND WE HAVE STICKERS FOR YOUR MUG, AND THEY'RE PASSING OUT STICKERS IN THE CAFES AS WELL.
AND JUST TRYING TO REMIND PEOPLE THAT IT'S LEGAL, IT'S SAFE, IT'S POSSIBLE POST PANDEMIC.
I KNOW PEOPLE GOT OUT OF THE HABIT OF BRINGING THEIR OWN CUP, BUT IT'S SUCH A SIMPLE SOLUTION TO OUR HUGE WASTE PROBLEM JUST FROM THE SIMPLE COFFEE CUP, WHICH WE ALSO LIKE TO REMIND PEOPLE THEY'RE ACTUALLY LINED IN PLASTIC.
SO IF YOU'RE WORRIED ABOUT MICROPLASTIC AT ALL, YOU ARE DRINKING FROM PLASTIC EVERY TIME YOU DRINK OUT OF A PAPER CUP.

AND SO, AND MOST PEOPLE HAVE ONE ALREADY IN THEIR CUPBOARD, THEY JUST NEED TO REMEMBER TO TAKE IT WITH THEM.AND THEN THAT IS ALSO TURNING INTO, UH, A LARGER COOL BUSINESS PROGRAM THAT WE MENTIONED IN DECEMBER.
WE HAD A GREAT MEETING WITH, UM, THE CITY ECONOMIC DEVELOPMENT STAFF AND THE CLIMATE ACTION STAFF TO TALK ABOUT HOW WE CAN DOVETAIL THAT WITH THE BLUEPRINT PRIORITIES, BECAUSE THERE ARE SEVERAL THINGS THAT ACTUALLY DEB FOX, OUR CLIMATE ACTION MANAGER, HAS IDENTIFIED IN THE BLUEPRINT THAT RELATE TO BUSINESSES.
AND SO WE'RE LOOKING AT, UH, HOW WE CAN GET THE BUSINESS COMMUNITY ON BOARD.
IT'S ALSO, I SAW THIS, THIS IDEA RECENTLY, AND I THINK IT'S GREAT IF WE, IF YOU GET THE RIGHT BUSINESS LEADERS IN THE ROOM AND YOU HAVE THAT ENTREPRENEURIAL SPIRIT, THIS IDEA OF FOCUSING ON THE POSSIBILITY INSTEAD OF THE PROBABILITY.
UM, I KNOW A LOT OF CLIMATE DESPAIR HAPPENS WHEN WE FOCUS ON WHAT'S PROBABLE INSTEAD OF WHAT'S POSSIBLE.
SO REALLY CREATING THAT TEAM SPIRIT, UM, AND THEN BUILDING THE COMMUNITY WITHIN THE BUSINESSES.
WE'LL BE MOSTLY FOCUSING ON SMALL LOCAL BUSINESSES, UM, STARTING DOWNTOWN JUST TO, TO KIND OF BUILD THAT, UH, COALITION THERE.
AND THEN ON THE NEXT SLIDE, YOU'LL SEE THAT WE'RE PLAYING AROUND, WE'VE BEEN WORKING WITH A COUPLE OF OUR LOCAL BUSINESS OWNERS TO THINK ABOUT HOW OUR COOL PETALUMA FIVE CATEGORIES RELATE TO THE BUSINESS COMMUNITY.
AND YOU CAN SEE QUITE QUICKLY THAT THEY REALLY DO APPLY TO BUSINESS.
EVERYTHING FROM PREPARING FOR EMERGENCIES.

AND THEN FROM RETHINK CONSUMPTION, WE HAVE OUR BYO CAMPAIGN.
HOW DO WE GET PEOPLE RECYCLING AND COMPOSTING BETTER AT THEIR BUSINESSES? HOW DO WE ENCOURAGE, WE HAVE A GREAT ANTIQUE, UH, YOU KNOW, KNOWN, WE'RE KNOWN FOR OUR ANTIQUES AND THRIFT STORES IN TOWN, AND HOW DO WE REALLY ENCOURAGE MORE REFURBISHING, REUSING, REPURPOSING, ET CETERA.
AND THEN ALSO REALLY AROUND TRANSPORTATION IS A REALLY KEY ONE WITH BUSINESSES TOO, BECAUSE BUSINESSES ARE ALWAYS CONCERNED ABOUT TRAFFIC AND PARKING AND HOW DO WE CHANGE THAT NARRATIVE AND START REALLY WORKING WITH THEM TO DISCUSS HOW WE GET THEIR EMPLOYEES AND THEIR CUSTOMERS TO THEIR FRONT DOOR ON ALTERNATE TRANSPORTATION OPTIONS.
SO THAT'S SOMETHING WE CAN LOOK AT.
ALSO, GREAT OPPORTUNITIES FOR THEM TO UPGRADE TO SONOMA CLEAN POWER EVERGREEN IS A EASY STEP.

IT'S, AND THEN IT GOES INTO SOME REALLY, WHAT IF YOU GET IT RIGHT, ALL THE POSITIVE WAYS I'M ON THE BOOK TRYING TO CHAPTER, RIGHT? YEAH, WELL, IT'S ALL EXPERTS SPEAKING AND I LIKE, I LIKE THE QUESTION THAT GOES INTO THE, THE POSSIBLE VERSUS THE PROBABLE THING WHERE LIKE, IT'S AMAZING WHAT YOU CAN MAKE PROBABLE IF YOU JUST KEEP YOUR EYE ON THE POSSIBLE.

AND THEY PLAY A REALLY KEY ROLE IN HELPING US TO ACHIEVE SONOMA COUNTY'S CLIMATE, UM, PRIORITIES BECAUSE THEY ALL ARE CONTRIBUTING IN SOME WAY TO, UM, ACHIEVING OUR CLIMATE GOALS.
WE HAVE A 12 MEMBER BOARD OF DIRECTORS WITH REPRESENTATION FROM ALL OF THE LOCAL JURISDICTIONS, AND THIS MAKES US UNIQUE IN THE COUNTY AND GIVES US A REAL OPPORTUNITY TO HAVE OUR BOARD UNDERSTAND AND DISCUSS POLICY ISSUES AND PRIORITIES AND NEEDS THAT ADDRESS BOTH OUR SMALLEST JURISDICTIONS ALL THE WAY UP TO THE, THE COUNTY IN, IN THE UNINCORPORATED AREAS.
SO WE ARE UNIQUE IN THAT REGARD IN THE COUNTY.
SO I, THESE NEXT TWO SLIDES GIVE YOU KIND OF A HIGH LEVEL TIMELINE OF THE HISTORY OF BOTH THE SCTA AND THE RCPA AND FOR THE SCTA.
UM, WE'VE BEEN AROUND QUITE A WHILE, UM, CREATED BACK IN 1990 AND THE AGENCY WAS, OR AUTHORITY WAS ORIGINALLY CREATED TO, UM, HELP, UH, SUPPORT A LOCAL SALES TAX THAT WAS A PASSED IN, UH, 2001.
AND THIS PROVIDED AN ESSENTIAL, UM, LOCAL FUNDING FOR, UH, TRANSPORTATION PROJECTS IN SONOMA COUNTY.
AND THE ORIGINAL, THE MEASURE M UH, WHICH HAS JUST RECENTLY, UM, IS EXPIRING, UM, AND, AND HAS BEEN RENEWED AS GO SONOMA.
BUT THE MEASURE M EXPENDITURE PLAN WAS REALLY FOCUSED ON, UH, A BIG PORTION OF THE FUNDS WENT TO WIDENING HIGHWAY 1 0 1.
OTHER PARTS OF THE MEASURE WENT TO BIKE AND PED PROJECTS IN TRANSIT, BUT THE REAL FOCUS OF THAT MEASURE WAS ADDRESSING, UM, HIGHWAY CAPACITY AND ROAD WIDENING TYPES OF PROJECTS.
SO I'M REALLY EXCITED TO SAY THAT WITH THE PASSAGE OF GHOST SONOMA IN 2020 BY THE VOTERS, UH, AND THAT GOES INTO EFFECT THIS SPRING, THE EXPENDITURE PLAN FOR THAT MEASURE IS

NOW SHIFTING TO A MUCH STRONGER FOCUS ON ALL OF THE CLIMATE KINDS OF INVESTMENTS THAT WE NEED IN OUR TRANSPORTATION, UM, SECTOR.AND SO WE'LL SEE A LOT MORE MONEY AVAILABLE FOR BIKE AND PED TYPES OF PROJECTS, TRANSIT PROJECTS, AND THE ROAD PROJECTS THAT WE DO SEE IMPLEMENTED ARE REALLY GONNA BE MORE FOCUSED ON COMPLETE STREETS, MAKING STREETS SAFE FOR ALL USERS, UM, AS AN EXAMPLE.
SO IT'S REALLY EXCITING FROM A CLIMATE PERSPECTIVE THAT THE VOTERS SAW THE VALUE IN SHIFTING OUR INVESTMENTS FROM ROADS TO, TO BIKE PET AND, AND ALTERNATIVE OPTIONS.
AND THE OTHER THING I'LL MENTION ABOUT THE LOCAL SALES TAX ON THE TRANSPORTATION SIDE IS THAT IT'S BEEN REALLY CRITICAL AND WILL CONTINUE TO BE CRITICAL IN HELPING US BRING IN AND LEVERAGE DOLLARS FROM OUTSIDE OF SONOMA COUNTY.
SO STATE LEVEL AND FEDERAL LEVEL GRANTS AND FUNDING OPPORTUNITIES, WERE MUCH MORE COMPETITIVE FOR THOSE OPPORTUNITIES WHEN WE HAVE OUR OWN LOCAL SALES TAX TO, UM, OFFER AS A MATCH TO THOSE GRANT FUNDS.
SO IT'S REALLY IMPORTANT FOR OUR LOCAL TRANSPORTATION PROJECTS.
SO ON THE REGIONAL CLIMATE PROTECTION AUTHORITY SIDE, WE'RE NOT QUITE, WE HAVEN'T BEEN AROUND QUITE AS LONG AS THE SCTA.
WE WERE FORMED IN 2009 THROUGH SPECIAL STATE LEGISLATION, AND WE ARE STILL THE ONLY AUTHORITY OF OUR KIND IN, UH, THE STATE OF CALIFORNIA.
UM, SO WE ARE ARE VERY UNIQUE.
UM, YOU CAN SEE ON THE SLIDE HERE THAT WE'VE PRODUCED A NUMBER OF PLANS OVER THE TIME THAT WE'VE BEEN, UM, IN, IN EXISTENCE.
WE'VE DONE A LOT OF COUNTYWIDE COLLABORATION AND COORDINATION ON THESE PLANS AND REALLY HAVE BROUGHT JURISDICTIONS TOGETHER TO IDENTIFY KIND OF THOSE KEY CLIMATE PRIORITIES AND PROJECTS THAT WE WANT TO UNDERTAKE TO MEET OUR GOALS.
UM, WE WERE RECOGNIZED AS A WHITE HOUSE CLIMATE ACTION CHAMPION IN 2014.
UM, AND THE OTHER THING THAT I'LL POINT OUT HERE IN THE TIMELINE IS THAT ONE OF OUR KEY RESPONSIBILITIES IN THE COUNTY IS TO PRODUCE A COUNTYWIDE GREENHOUSE GAS INVENTORY.
AND WE PUBLISH THAT EVERY TWO TO THREE YEARS.
UM, DON'T HAVE A DATE YET FOR WHEN OUR NEXT INVENTORY WILL COME OUT, BUT THE, THE MOST RECENT ONE COVERED THE YEAR 2022.
UM, AND WE DO PUBLISH THAT ON OUR WEBSITE, AND I'LL SAY MORE ABOUT THAT IN A MOMENT.
UM, SO IN ADDITION TO THE INVENTORY, WE ALSO, IN 2021, OUR BOARD ADOPTED A NEW CLIMATE, UH, MOBILIZATION STRATEGY.
AND THIS IS WHERE WE SET OUR, UH, VERY AMBITIOUS GOAL AND VERY NECESSARY GOAL OF ACHIEVING CARBON NEUTRALITY BY 2030.
AND THE MOBILIZATION STRATEGY, WHICH BC WILL SHARE A BIT MORE ABOUT IN A FEW MINUTES, IS REALLY INTENDED TO BE A FRAMEWORK FOR CLIMATE ACTION ACROSS THE COUNTY TO HELP US IDENTIFY THOSE ACTIVITIES AND PROJECTS THAT WILL HAVE THE BIGGEST IMPACT ON THE COUNTY'S, UM, CLIMATE GOALS.
UM, THE LAST THING I'LL NOTE ON THIS SLIDE IS THAT UNLIKE ON THE TRANSPORTATION SIDE, WE DON'T HAVE A DEDICATED SOURCE OF LOCAL FUNDING FOR CLIMATE WORK.
UM, COUPLE OF YEARS AGO WE DID SOME, UH, RESEARCH AND INVESTIGATION INTO THE FEASIBILITY OF A LOCAL SALES TAX MEASURE FOR CLIMATE.
AND UNFORTUNATELY, ALTHOUGH WE FOUND THAT VOTERS REALLY SUPPORTED THE, THE IDEA OF TAKING ACTION ON CLIMATE, THERE WASN'T STRONG ENOUGH SUPPORT TO INCREASE OUR LOCAL SALES TAX, AT LEAST AT THE TIME.
SO WE'RE STILL EXPLORING OTHER OPTIONS AND WAYS THAT WE CAN BRING IN MORE FUNDING FOR CLIMATE, BUT OUR, OUR JOB IS A LITTLE BIT MORE CHALLENGING BECAUSE WE DON'T HAVE THAT KIND OF BASE LEVEL FUNDING AS WE HAVE ON THE TRANSPORTATION SIDE.
SO HERE IS THE ONLINE, UM, DASHBOARD THAT I MENTIONED, UH, THAT WHICH HAS OUR GREENHOUSE GAS INVENTORY DATA.
I KNOW IT'S A LITTLE BIT HARD TO READ ON THIS SLIDE, BUT WE DO HAVE THE LINK THERE AND WOULD ENCOURAGE YOU TO TAKE A LOOK AT IT IF YOU HAVEN'T ALREADY.
YOU CAN, UH, LOOK AT THE DATA IN A NUMBER OF DIFFERENT WAYS BY JURISDICTION, BY SECTOR, UM, AND WE WILL BE UPDATING THIS, I THINK RIGHT NOW IT ONLY SHOWS 2020, BUT ON THE ONLINE VERSION DOES HAVE 2022 DATA IN THERE.
WE'RE ALSO LOOKING AT, IN THE YEAR AHEAD, EXPANDING THIS DASHBOARD TO INCLUDE OTHER CLIMATE INDICATORS.
SO WE HAVE A SENSE OF OUR PROGRESS IN BETWEEN MAJOR INVENTORY UPDATES.
SO FOR EXAMPLE, WE WANT TO INCLUDE DATA LIKE EV SALES AND, UH, MILES OF BIKE LANES ADDED AND THOSE TYPES OF METRICS THAT WE CAN CAPTURE ON A MORE REGULAR BASIS AND SHARE AS A WAY OF MEASURING OUR PROGRESS.
UM, SO THAT'S, UH, OUR CLIMATE DASHBOARD.
SO I WANTED TO GIVE JUST A BRIEF, UH, HIGH LEVEL OVERVIEW OF OUR WORK PLAN FOR THE YEAR, AT LEAST AS IT STANDS AT THIS TIME.
WE'LL BE, UH, DISCUSSING THIS WITH OUR BOARD OF DIRECTORS AT OUR FEBRUARY BOARD MEETING.
SO THERE MIGHT BE SOME CHANGES OR NEW ITEMS ADDED TO THIS LIST, BUT I THINK WE HAVE A A PRETTY GOOD, UM, SENSE OF WHAT WE'LL BE FOCUSED ON IN THE YEAR AHEAD.
UM, AND BC AND ANNA ARE GONNA TALK IN MORE DETAIL ABOUT A COUPLE OF THESE ITEMS. BUT I DID WANNA HIGHLIGHT A FEW, UM, ON THIS SLIDE.
SO WE ARE GOING TO BE WORKING WITH THE COUNTY OF SONOMA TO DEVELOP AN EQUITABLE EV CHARGING PLAN FOR SONOMA COUNTY.
UM, THE COUNTY OF SONOMA RECENTLY SECURED A GRANT THROUGH CALTRANS TO FUND THE DEVELOPMENT OF THAT, UM, COUNTYWIDE PLAN.
AND WE SEE THAT AS A PLAN THAT WILL HELP US IDENTIFY, UM, LOCATIONS AND WAYS THAT WE CAN EXPAND THE NUMBER OF EV CHARGERS REALLY FOCUSED ON OUR LOWER INCOME MULTI-FAMILY RESIDENCES.
WHAT DO WE NEED TO DO, UM, TO INCREASE ACCESS TO EV CHARGING ACROSS THE COMMUNITY.
AND THAT HAVING THAT PLAN WILL MAKE US, WILL PUT US IN A BETTER POSITION TO, UM, GO OUT AND SEEK GRANT FUNDING TO ACTUALLY IMPLEMENT THAT, UH, EV CHARGING PLAN.

NOTE ON HERE IS UNDER OUR PROGRAM SIDE, WE, UM, AND I'M SURE YOU'RE WELL AWARE OF IT BECAUSE THEY'RE OUT HERE IN PETALUMA, IT'S THE BIKE SHARE.UM, SO THE REDWOOD BIKE SHARE, WHICH WAS A, A PROGRAM THAT'S BEEN A LONG TIME COMING, UM, SCTA HAS BEEN WORKING ON THAT FOR A NUMBER OF YEARS, AND WE'RE REALLY EXCITED TO SEE THOSE, UM, BIKES STARTING TO APPEAR IN DIFFERENT PARTS OF, UH, THE CITIES ALONG THE SMART LINE.
UM, SO THAT'S BEEN A REAL SUCCESS AND WE'LL CONTINUE.
THE, THE PILOT PROJECT IS FUNDED BY AN MTC GRANT, AND SO PART OF THE NEXT COUPLE OF YEARS WE'LL BE FIGURING OUT HOW CAN WE SECURE THE LONG-TERM FUNDING TO KEEP THAT BIKE SHARE PROGRAM IN PLACE, ASSUMING THAT IT IS SUCCESSFUL.
UM, ALSO ON THE PROGRAM SIDE, WANTED TO MENTION THE FUNDING.
SO I'VE REFERENCED FUNDING A COUPLE OF TIMES AS A KEY AREA OF NEED, OBVIOUSLY IN SONOMA COUNTY TO HELP US IMPLEMENT OUR CLIMATE ACTION PLANS.
AND SO, UM, RCPA BACK IN 2022, THERE WAS NEW STATE LEGISLATION, THE, UH, SB 8 52, UM, BY SENATOR DOD THAT, UM, ALLOWED OR ESTABLISHED THE CREATION OF SOMETHING CALLED A CLIMATE RESILIENCE DISTRICT.
AND RCPA WAS GRANDFATHERED IN AS THE FIRST CLIMATE RESILIENCE DISTRICT IN THE STATE.
AND THIS IS ESSENTIALLY A FUNDING MECHANISM THAT ANY REGION CAN CHOOSE TO FORM A CLIMATE RESILIENCE DISTRICT.
AND IT GIVES US THE ABILITY TO GO OUT AND SEEK ADDITIONAL TYPES OF FUNDING THAT WE WEREN'T ABLE TO DO BEFORE.
SO WE WANNA LEVERAGE OUR DISTINCTION AS A CLIMATE RESILIENCE DISTRICT TO WORK AT THE STATE LEVEL AS THE CLIMATE BOND IS STARTING TO BE, UM, THE, THOSE FUNDS NEED TO BE APPROPRIATED THROUGH DIFFERENT STATE PROGRAMS, AND WE'LL BE ACTIVELY INVOLVED WITH OUR STATE LOBBYISTS IN WORKING WITH OUR LEGISLATORS TO MAKE SURE THAT AS THOSE PROGRAMS ARE DEVELOPED, THEY HAVE, UM, TAKEN TO ACCOUNT WHAT WE NEED HERE IN SONOMA COUNTY FOR OUR VARIOUS CLIMATE PROGRAMS. SO WE SEE THAT AS A REAL KEY AREA OF FOCUS FOR 2025.
UH, LASTLY, BACK ON THE PLANNING SIDE, JUST WANTED TO MENTION THAT SCTA IS, UM, HAS BEEN WORKING FOR THE LAST YEAR AND A HALF OR SO ON A COUNTYWIDE ACTIVE TRANSPORTATION PLAN.
AND I KNOW PETALUMA HAS ITS OWN ACTIVE TRANSPORTATION PLAN, BUT THIS COUNTYWIDE PLAN WILL BE GOING TO OUR BOARD FOR ADOPTION IN FEBRUARY, AND IT'S GONNA BE, YOU KNOW, PROVIDING THAT COUNTY LI COUNTYWIDE VIEW OF BIKE PED, UM, INFRASTRUCTURE AND PROJECTS ACROSS THE COUNTY AND INTEGRATING IN THE LOCAL BIKE PED PLANS FROM EACH OF THE, THE JURISDICTION.
SO WE'RE EXCITED TO SEE THAT PLAN ABOUT TO BE ADOPTED, AND THEN AGAIN, THAT WILL BE SOMETHING WE CAN USE TO GO OUT AND SEEK FUNDING TO IMPLEMENT THOSE VARIOUS PROJECTS.

UH, ONE OF THE THE KEY ISSUES IS THE FACT THAT AT AN INDIVIDUAL BUILDING LEVEL, WE KIND OF KNOW, YOU KNOW, THE APPLIANCES, THE SYSTEMS THAT NEED TO BE SWITCHED OUT.
UH, WHEN WE THINK ABOUT HOW DO WE SCALE THAT UP TO COVER AN ENTIRE NEIGHBORHOOD, AN ENTIRE CITY, OR THE ENTIRE COUNTY, UH, IT'S A MUCH, IT'S A MUCH LARGER PROSPECT TO KIND OF FIGURE OUT HOW TO DO THAT WORK AT SCALE.
UH, SO THIS EFFORT WILL REALLY, UH, WILL REALLY BE LOOKING TO FIND, TO FIND A ROADMAP THAT'S REALLY GOING TO, UH, BOTH INCREASE ENERGY EFFICIENCY TO BRING DOWN THE ENERGY THAT'S USED IN THOSE HOMES OR IN THOSE BUILDINGS, UH, BOTH RESIDENTIAL AND COMMERCIAL.
AND THEN AS, UH, THEN OVER TIME TO CONVERT THOSE, UH, UH, THOSE SYSTEMS TO, UM, UH, NON-FOSSIL FUEL USES.

UH, FIRST IS THE VISION ZERO PROGRAM.
SO THIS IS, UH, THERE WAS AN, IN 2022, THERE WAS THE VISION ZERO ACTION PLAN THAT WAS DEVELOPED, UH, AND THAT WAS DEVELOPED AS A, UH, IT WAS A STRATEGIC EFFORT TO ELIMINATE ALL.
THE GOAL IS THIS IS TO ELIMINATE ALL TRAFFIC FATALITIES AND SEVERE INJURIES ACROSS SONOMA COUNTY BY 2030.
SO, AGAIN, YOU CAN SEE FROM OUR ASPIRATIONS HERE, WE DON'T DEAL WITH, UH, UH, WE GO FOR THE BIG, UH, WE GO FOR THE, UH, THE BIG GOALS.
SO, UM, UH, ONE OF THE KEY THINGS, UH, THE, THERE WAS A VISION ZERO ADVISORY COMMITTEE THAT WAS, UH, FORMED THAT HELPED DEVELOP THAT PLAN.
AND ONE OF THE KEY AREAS THAT, THAT PLAN, THAT VISION ZERO ACTION PLAN HAS HELPED WITH IS WITH ATTRACTING, UH, SOME MAJOR GRANT FUNDING THAT HAS BECOME AVAILABLE.
FIRST, THE SAFE STREETS AND ROADS FOR ALL GRANT IN 2023, IN WHICH THERE WAS ONE, UH, JUST OVER A MILLION DOLLARS, UH, WAS AWARDED TO SONOMA COUNTY.
AND THEN MOST RECENTLY, THE 2024 GRANT, WHICH HAS A $4.6 MILLION FEDERAL GRANT, UH, WHICH IS, UH, COMING TO SONOMA COUNTY, UH, FOR DEMONSTRATION PROJECTS ACROSS THE NUMBER OF, UH, ACROSS THE NUMBER OF JURISDICTIONS.
UH, ALSO, UH, AN EFFORT THAT, UH, THOUGHT MIGHT BE WORTHWHILE TO MENTION HERE IS A, UH, IS IN THE LINE IN THE REALM OF TRANSIT INTEGRATION.
UH, AND THIS SPECIFIC PROJECT IS KNOWN AS THE MASCOTS PROJECT.
IT IS AN EFFORT, UH, TO WORK ACROSS, TO LOOK ACROSS ALL OF THE REGIONAL, LOCAL, COUNTY AND REGIONAL TRANSIT PROVIDERS, UH, THAT SERVICE THE HIGHWAY 1 0 1 CORRIDOR, AND TO REALLY LOOK AT, NOW THAT THE SMART TRAIN IS UP AND RUNNING AND FULLY FUNCTIONAL, UH, WHAT ARE THE CHANGES OR DIFFERENT, UH, SERVICE CONFIGURATIONS THAT MIGHT, UH, BE WORTH CONSIDERING, UH, LOOKING, UH, WITH, UH, WITH SMART

UH, THIS IS GOING TO LOOKING TO, UH, DEVELOP A SCHOOL ZONE RESILIENCE AND MOBILITY HUBS, AND REALLY LOOKING AT, UH, SAFETY ISSUES, UH, AROUND, UM, SCHOOL ZONES AND THINGS THAT CAN BE DONE TO MAKE IT, UH, MORE SAFER, UH, MORE SAFE AND MORE, UH, PLEASANT TO, UH, KIND OF RIDE BIKES OR BE A BIKE BICYCLIST OR PEDESTRIAN OR OTHER, UH, MICRO, MICRO MOBILITY OPTIONS WITH IN, UH, SCHOOL ZONES.
UH, AND THIS IS JUST, UH, KIND OF A FEW, UH, HIGHLIGHTS HERE OF WHAT THAT PROJECT IS INTENDED TO DO.

UH, RCPA IS, UH, ONE PARTNER IN A MUCH LARGER GRANT THAT'S BEING COORDINATED THROUGH THE COUNTY OF SONOMA, UH, AND IS WORKING IN CLOSE COORDINATION WITH THE RESOURCE CONSERVATION DISTRICTS TO BASICALLY DEVELOP A, UM, CLIMATE SMART, UM, IT'S A CLIMATE SMART COMMODITIES, UH, KIND OF, UM, UH, PROGRAM THAT IS GONNA BE LOOKING AT THE ABILITY TO DO CLIMATE, UH, CARBON SEQUESTRATION AND OTHER CLIMATE, UH, IMPROVEMENTS ON AGRICULTURAL LANDS THROUGHOUT BOTH SONOMA AND MARIN COUNTY TO DOCUMENT THOSE CARBON SEQUESTRATION EFFORTS TO TRY TO QUANTIFY THE AMOUNT, UH, THAT IS ACTUALLY BEING PUT BACK ONTO THE LAND.
AND THEN TO BE ABLE TO USE THOSE, UH, UH, THAT AN EFFORT FOR THE PRO AGRICULTURE PRODUCERS SO THAT THEY CAN GET A BADGE OR SOME SORT OF, UH, SOME SORT OF PROMOTIONAL MATERIALS WHERE THEY CAN HIGHLIGHT THE CLIMATE FOCUSED WORK THAT THEY'RE DOING.

UM, BUT SO BEFORE THE, WE HAD THE HARD WORK OF THE CITY OF LIKE UPDATING THIS PLAN, WHICH MAYBE IS DIFFICULT, AND NOW THE COUNTY IS, WE, WE CAN LEVERAGE THEIR EFFORTS, WHICH IS EXCITING AND, YOU KNOW, WHEN THEY'RE GOING TO DO THAT IS UNKNOWN.

UM, BC UM, INADVERTENTLY EXPRESS EXPLAINED IT WAS A GRANT, IT'S NOT, IT'S AN ACCELERATOR PROGRAM, UH, THAT IS DESIGNED TO SUPPORT LOCAL AGE, UH, JURISDICTIONS IMPLEMENTING THEIR CLIMATE ACTION PLAN.
UM, AND SO WE SUBMITTED A PROJECT AROUND THAT, UH, UH, SCHOOL ZONE HUBS TO CREATE, UM, BASICALLY TO, UH, LAUNCH A COMMUNITY CENTERED IMPLEMENTATION PLAN.
UH, THAT WILL INCLUDE THE ENGAGEMENT, ENGAGING THE COMMUNITY, STARTING WITH ENGAGING OUR, OUR CITY STAFF, SCTA STAFF, OUR CPA STAFF, UM, UH, OUR LOCAL EXPERTS, UM, UH, AND THEN THE PETALUMA CITY SCHOOLS IN PARTICULAR, UH, IS WHERE WE'RE GONNA START.
UM, AND, UH, WE'RE GONNA BE ABLE TO, UH, BASICALLY CREATE THESE RESILIENCY AND MOBILITY HUBS, UH, THAT ARE FOCUSED ORIGINALLY ON THE HIGH INJURY NETWORK, UM, WHICH IS WHERE THE VISION ZERO PIECE COMES IN THAT THEY WERE SPEAKING TO EARLIER.
UM, SO BASICALLY THESE SCHOOLS, UM, MAY BE, WE, I PROBABLY SHOULDN'T MENTION SCHOOLS, THERE ARE SOME SCHOOLS IN MIND, UM, THAT WE'LL BE STARTING WITH.
UM, BUT IT'S COMMUNITY FOCUSED WHERE WE'LL WORK WITH THE COMMUNITY TO GET INPUT FROM STUDENTS AND EDUCATORS, UM, AND SOLICIT INPUT ON MOBILITY ON HOW

IT ALSO INCLUDES GREENING, IT INCLUDES, UH, EV LOOKING AT HOW WE CAN PUT IN EV FOR THE COMMUNITY, NOT JUST FOR THE SCHOOL, BUT THE COMMUNITY AROUND THE SCHOOLS, BASICALLY MAKING THE SCHOOL.
WHAT IT ALREADY IS, IS, IS A COMMUNITY HUB, BUT IT'S A RESILIENCY CENTER, UM, CONCEPT LOOKING AT, UH, GREENING THE STREETS, UH, WITH LOOKING AT THE ABILITY TO PUT IN TREES TO HELP, UH, AS PART OF THE SLOWING, UH, UH, OPTIONS, UH, SLOWING THE STREET OPTIONS.
SO WHAT ARE THOSE FEASIBILITIES? WHAT ARE THE BARRIERS? WHAT THINGS CAN WE DO TO OVERCOME IT? THE FEDERAL EPA HELPS US WITH THAT.
WE ARE A PART OF A COHORT THAT THEY HELP BRING US EXPERTS TO HELP US DO THIS.
IT'S A SIX MONTH PROGRAM OUT OF IT.
WE END UP ACTUALLY WITH A, UM, UH, A TEMPLATE THAT CAN, UH, THE IDEA IS THAT PETALUMA IS THE MODEL, UH, THAT WE CAN USE THAT THEN A CTA CAN TAKE TO THE WHOLE COUNTY.
UM, AND SO, UH, IT'LL BE REALLY EXCITING ON OUR END.
IT HITS, UH, SEVEN OF OUR BLUEPRINT, UH, ACTIONS IN ONE PLAN, UH, WHICH IS REALLY THE KEY TO ALL OF THIS, RIGHT? WE'RE NOT GONNA DO ONE AT A TIME IN CHECKBOX.

UM, AND THEY'RE ON THEIR THIRD STRAND, WHICH IS, UH, LOOKING AT THE BUILDINGS IS HAPPENING NEXT MONTH.
UH, SO WE'LL BE, UH, HELPING THEM, JUST ONE OF THE CONTRIBUTORS TO THAT.
UH, SO, SO THAT WE'RE USING BLUEPRINT ACTIONS THAT ARE ALREADY ALIGNED FOR SCHOOLS.
THEY HAVE A WHOLE LIST OF WHAT SCHOOLS ACTIONS THAT THEY NEED TO BE LOOKING AT, UH, IMPLEMENTING, UH, AND JUST SHARE THAT.
YESTERDAY, UH, IT WENT AND PRESENTED TO 30 TEACHERS ABOUT THE BLUEPRINT AND WITH, UH, SOME SERVICE PROVIDERS FOR, UH, ENVIRONMENTAL LITERACY.
UH, AND, UH, WE HAD, WE WERE EXCITED WITH THE TURNOUT THAT 30 TEACHERS SHOWED UP.
AND SO, UH, THAT WAS REALLY FUN.
UH, SO YEAH, SO THE WHEELS ARE TURNING.
WE'RE GONNA GET MORE COMMUNITY INVOLVEMENT SO THAT, UH, WE HAVE EVERYBODY REALLY BEING A PART OF, UH, BEING AWARE THAT THERE IS A CLIMATE CRISIS.
AND WE HAVE, UH, WE HAVE A PLAN.
SO A QUESTION ON THE PENLAND CITY SCHOOLS.
