UM, SIMILAR TO THE VISION OF SEAT, WHERE WE'RE LOOKING TO MELD TRANSPORTATION AND CLIMATE IMPACT MITIGATION PLANNING TOGETHER, UM, THIS PILOT PROJECT ALSO SEEKS TO BRING VARIOUS DISCIPLINES OF BOTH THE CITY STAFF AREA EXPERTS AND THE COMMUNITY TO REALLY TRIAL SOME CONCURRENT AND COLLABORATIVE BLENDING OF TRANSPORTATION, SAFETY, GREEN INFRASTRUCTURE, LANDSCAPING, PLACEMAKING AND ELECTRIFICATION TOGETHER. UH, NEXT SLIDE PLEASE. PERFECT. UM, SO THROUGH THIS PILOT, WE ARE LOOKING TO DEFINE MORE PERHAPS NEW AND MORE ROBUST APPROACHES TO DESIGNING AND UTILIZING SCHOOL ZONES. AND I'M DEFINING THE SCHOOL ZONE AS THE CAMPUS AND THE ADJACENT NEIGHBORHOOD STREETS AND THE RIGHT OF WAY OF THAT NEIGHBORHOOD. AND THE GOAL IS REALLY TRANSFORM WHAT IS LARGELY AN ASPHALT COVERED VEHICLE, PRIORITIZED AREA INTO PLACES THAT PRIORITIZE PEOPLE, COMMUNITY HEALTH AND RESILIENCE. OUR ASPIRATION IS THAT BY CREATING THESE ZONES, THEY WILL BE SAFER AND MORE INVITING TO PEOPLE AND BE ADAPTIVE TO CLIMATE CHANGE IMPACTS. SO POTENTIAL ATTRIBUTES OF THESE ZONES ARE TO IMPROVE OR INCREASE ACTIVE MOBILITY, E MOBILITY, CHARGING, PARKING AND ELECTRIFIED SERVICES, GREEN CLEAN AIR SPACES FOR, UH, RECREATING OR POSSIBLY NEW TYPES OF PROGRAMMING, COOL ISLANDS IN THESE HOTTER SUMMERS, STORM WATER CAPTURE TO SUPPORT THAT INTENSIFICATION OF GREENING AND SHADING AND COOLING AND POTENTIALLY A SAFE HAVEN OR SUPPORT DURING OR AFTER DISASTERS. SO AS WE KNOW, CAPITAL PROJECTS ARE VERY EXPENSIVE, UM, AND THERE ARE LIMITED FUNDS. SO THIS IS REALLY AN IMPORTANT TIME IN OUR INFRASTRUCTURE SPACE TO BE THINKING ABOUT HOW TO DO MORE COMPREHENSIVE PLANNING, STREAMING OUR OUT, STREAMLINING OUR OUTREACH, AND ALSO DEVELOPING MORE ROBUST AND COMPREHENSIVE GRANT APPLICATION PRO, UH, PROJECTS THAT ARE IN FACT MORE COMPETITIVE. AND YOU MAY ASK WHY THE SCHOOL ZONE? WELL, I THINK THE ANSWER IS RELATIVELY SIMPLE IN THAT THEY ARE ALREADY, AND INHERENTLY THESE ARE AREAS OF PHYSICAL AND SOCIAL ANCHORING WITHIN OUR COMMUNITY. AS YOU MAY BE FAMILIAR WITH THE FOUR E'S OF SAFE ROUTES TO SCHOOL SAFETY, EDUCATION, ENCOURAGEMENT OF WALKING AND BICYCLING, EVALUATION AND ENGINEERING, UM, THERE IS ALREADY STRONG MOMENTUM, MOMENTUM IN PETALUMA, UM, THROUGH YOUR SAFE ROUTES TO SCHOOL TASK FORCE LED BY SONOMA COUNTY BICYCLE COALITION. UM, AND WITH THE FINANCIAL SUPPORT OF S-C-T-C-A, UM, THEY HAVE BEEN, AND THEY WILL BE CONTINUING TO DO WHAT I'LL CALL MORE OF THE NON INFRASTRUCTURE TYPE WORK. [00:10:01] A RECENTLY FUNDED SAFE ROUTES TO SCHOOL PLAN PROJECT THROUGH A SAFE STREETS, ROADS, AND ALL PROGRAM, UM, IS ALLOWING SAFE ROUTES OR OUR TEAM, IN ADDITION TO YOUR TASK FORCE TO REALLY CONSIDER NEW APPROACHES TO BOLSTERING UP THE ENGINEERING SIDE OF SAFE ROUTES TO SCHOOL. NEXT SLIDE. SO CURRENTLY THE SAFE ROUTES TO SCHOOL SITE ASSESSMENT APPROACH IS TO BRING TOGETHER SCHOOL ADMINISTRATORS, PARENTS AND CITY MOBILITY PLANNERS AND ENGINEERS. THIS IS PROBABLY FAMILIAR TO YOU ALL. UM, THESE INPUTS THEN FROM THE ASSESSMENTS HELP YOUR CITY STAFF TO IDENTIFY AND IMPLEMENT ENGINEERING TREATMENTS AS CITY FUNDS ARE AVAILABLE. UM, AND THESE TREATMENTS FOCUS PRIMARILY ON THE NEIGHBORHOOD STREETS WITH A GOAL OF INCREASING THE SAFETY FOR PEOPLE WALKING AND BICYCLING. NEXT SLIDE. AND IN GENERAL, THESE SAFETY TREATMENTS IN, UM, THE PLANS INCLUDE TRAFFIC, OPERATION, TREATMENTS, FLASHING BEACONS, SIGNALS, CROSSWALKS, BICYCLE LANES. SO IN FACT, THIS PILOT PROJECT COULD BE A TESTING GROUND FOR MANIFESTING THE CITY'S COMPLETE STREETS POLICY AND STANDARDS THAT SEEK TO ENSURE SAFE TRAVEL AND IMPROVED CONNECTIVITY WHILE INCORPORATING ELEMENTS LIKE TREE CANOPY LANDSCAPE PLANNING AND MANAGEMENT, STORM WATER MANAGEMENT, REMOVAL OF IMPERVIOUS COVER AND SOME OTHER CRITERIA. NEXT SLIDE. LET'S TAKE A LOOK AT SOME OF THE ATTRIBUTES OF A SCHOOL ZONE WITHIN THE FRAMING OF HOW TO HELP ACHIEVE SOME OF THE MILESTONES OF THE BLUEPRINT FOR CLIMATE ACTION. AND IN THAT MORE PERMANENT BUILD OUT, THAT'S WHEN WE INCORPORATE SOME OF THE GREENING AND SHADING AND COOLING AND WATER CAPTURE ELEMENTS. NEXT, PLEASE, LET'S LOOK AT PROGRAMS AND SPACE DESIGN THAT MAY ACTUALLY ENCOURAGE MORE E MOBILITY AND HELP ACHIEVE THE CORNERSTONES RELATED TO CURB MANAGEMENT, EV CHARGING AND INFRASTRUCTURE, AS WELL AS ACTIVE TRANSPORTATION ACTIVATION AND EDUCATION. FOR EXAMPLE, BY 2027, THE BLUEPRINT IS ASKING US TO IMPROVE CURB MANAGEMENT, TO PRIORITIZE RIDE SHARE, PARKING AND LOADING ZONES, SCOOTER AND BIKE SHARE DOCKS WITHIN SCHOOL ZONES. SIMILARLY, BY 2027, WORK WITH SCHOOL DISTRICTS TO ENSURE THAT SCHOOL BUS AND SCHOOL [00:15:01] POOL. SO CARPOOL WALK AND BUS BIKE PROGRAMS ARE MORE WIDESPREAD TO ESTABLISH A PROCESS TO ENGAGE NEIGHBORS, UM, IN A COMPLETE STREET DESIGN PROCESS. AND ALSO ESTABLISH A TACTICAL URBANISM PROGRAM, ALL ELEMENTS THAT WE COULD INCORPORATE INTO A SCHOOL ZONE, SCHOOL ZONE PILOT PROJECT. NEXT, PLEASE, LET'S CAPTURE WATER AND TEST OUT LANDSCAPE DESIGNS TO HELP INFORM THE POLICIES, APPROACHES TO CARBON SEQUESTRATION, GARDENING, WATER EFFICIENT IRRIGATION, AND COMMUNITY-BASED TREE PLANTING. NEXT, RECONFIGURE THE RIGHT OF WAY AND TRANSFORM IT TO HELP ACHIEVE OPEN SPACE MILESTONES. NEXT PARTNER WITH THE DISTRICT. WE HAVE GATHERED DATA ON SETS OF SCHOOLS TO BE ABLE TO PRESENT IN THOSE CONVERSATIONS THAT MAY HELP US IDENTIFY A PARTICULAR SCHOOL SITE. IT'S VERY IMPORTANT THAT WE CONCUR THAT WE SOLICIT THE GUIDANCE, UM, NOT ONLY FROM THE SCHOOL, FROM WHICHEVER SCHOOL DISTRICT WE WORK WITH, THAT THEY ENDORSE THIS AND ALSO HOPEFULLY WILL PARTICIPATE AND WE'LL ASSIMILATE, SHARE THE DATA FOR CONSIDERING A SCHOOL SITE WITH THE CITY STAFF. IT IS NOT A EPA DOES NOT FUND THAT. OKAY. YES, IT, IT WAS PAUSED, UH, INITIALLY AND THEN THEY BROUGHT IT RIGHT BACK ABOUT TWO WEEKS LATER AFTER, UM, THINGS SETTLED DOWN. SO THIS PROJECT, THE ACCELERATOR NETWORK IS STILL FULLY FUNCTIONING, UM, CURRENTLY, BUT I'M HAPPY TO CLARIFY ON THE FUNDING PART. AND YES, THANK YOU DEB FOR THAT CLARIFICATION. SO I REALLY VIEW THE EPA BEING A PART OF THE EPA SCAN ACCELERATOR NETWORK, UM, IS REALLY BOLSTERING WEBINARS AND WHAT OUR CAPACITIES TO BETTER UNDERSTAND FROM OUR PEERS AND SOME NATIONAL EXPERTS AROUND RESILIENCE HUBS AS WELL AS GREEN INFRASTRUCTURE. UM, THE FUNDING IS THAT WE HAVE RECEIVED A SAFE STREETS AND ROADS FOR ALL PLANNING GRANT, OF WHICH ONE [00:25:01] OF THE TASKS THERE ARE FOUR IN TOTAL. ONE OF THOSE TASKS IS A SAFE ROUTES TO SCHOOL PLANNING PROJECT. AND IN THAT PLANNING PROJECT, WE HAVE THE OPPORTUNITY TO WORK WITH A HANDFUL OF SCHOOLS TO DEVELOP SAFE ROUTES TO SCHOOL PLANS. MOST OF THEM WILL BE DONE IN THAT SORT OF TRADITIONAL SAFE ROUTE TO SCHOOL APPROACH, WHICH IS TO FOCUS ON ENSURING THE TRAFFIC OPERATIONS ARE IMPROVED. HOWEVER, WE'D LIKE TO ALSO TAP THAT SAME FUNDING TO DO THIS ONE PILOT SCHOOL IN PETALUMA TO THINK BIGGER, UM, RATHER THAN JUST LIMITING OURSELVES TO THE TRANSPORTATION PLANNING. THAT'S IN LARGE PART BECAUSE THE TIMING OF THE LAUNCH OF THIS GRANT IS VERY WELL TIMED WITH THIS REALLY PIONEERING WORK THAT YOUR CITY IS LEADING IN THE COUNTY ON CLIMATE CHANGE. AND BECAUSE YOU ARE SO COMMITTED AND ACTIVE AND, AND REALLY STEPS AHEAD KIND OF THAT NEXUS OF DOING THE TRANSPORTATION PLANNING WITH CLIMATE CHANGE MITIGATION PLANNING SEEMED IDEAL. SO WE RECOGNIZE THIS IS SOMEWHAT PIONEERING WORK. THIS WILL BRING PERHAPS DIVISIONS THAT DON'T NECESSARILY SIT AT THE TABLE AT THE BEGINNING OF A PLAN PLANNING PROCESS TOGETHER AT THAT BEGINNING, BUT WE'D LIKE TO SEE HOW WE COULD EVOLVE THAT WITH THE SUCCESS OF A MORE ROBUST, SAFE ROUTES TO SCHOOL PLAN. SO IN THE EDUCATION PART OF IT, UM, THERE'S SEVERAL COMPONENTS THAT I, I THINK YOU NEED TO FLESH OUT ALSO, BECAUSE WE NEED TO GET PARTICIPATION, PARTICIPATION FROM THE COMMUNITY THAT YES, WE WANT THE SAFE ROUTES AND WE WANT THE SLOWER SPEEDS IN THE STREETS NEAR THE SCHOOL. WE'RE GONNA NEED THE STUDENTS TO BE, UM, UH, TRAINING PROGRAMS SO THAT THEY ARE CLUED IN, UM, ON, UH, E-BIKE SAFETY. 'CAUSE I'M WORKING NOW ON A SCRIPT FOR E-BIKE SAFETY FOR STUDENTS AND SENIORS. AND, UH, I'VE COME UP WITH OVER 20 ITEMS THAT, UH, PEOPLE NEED TO BE THINKING ABOUT COMPARING E-BIKES VERSUS REGULAR BIKES AND THE LIKE MM-HMM . SO GETTING A SAFETY TRAINING PROGRAM AND GETTING STUDENT PARTICIPATION AND THEN COMBINING THAT WITH MAYBE SOME, UM, UH, E EVE, UH, MANUFACTURERS TO ACTUALLY BRING IN VEHICLES FOR TESTING AND TRAIN AND TRYING OUT, SO BOTH PARENTS AND STUDENTS, BECAUSE WE HAVE A LOT OF STUDENTS NOW THAT ARE, UM, PURCHASING BIKES THAT ARE WAY TOO FAST FOR LEGAL USE AND, AND DOING THINGS. AND SO WE NEED TO ACTUALLY DO SOME, UH, SOME POLICE WORK ALSO IN THERE AS TO, UH, WHAT REGULATIONS NEED TO BE THERE. EDUCATION. UM, SO THEY NEED TO BE A COMPONENT. SO WE NEED TO BRING, UM, SO, UH, WHAT IS ENFORCED? WHAT IS, WHAT ARE THE RULES AND REGULATIONS FOR TRAFFIC FOR THE STUDENTS TO USE, AS WELL AS THE SAFETY OF WHEN THEY'RE RIDING THEIR SCOOTERS OR BIKES OR ANY OTHER VEHICLE, HOW THAT'S GOING TO WORK IN COMBINATION WITH OTHER THINGS, WHETHER IT BE TAKING THE BUS AND BUS ROUTES, MAKING 'EM, GETTING 'EM INFORMED. SO I'M LOOKING FOR, UM, A LITTLE MORE EMPHASIS ON ACTUAL STUDENT AND PARENT PARTICIPATION IN THIS PROGRAM. 'CAUSE THERE HAVE A LOT OF FACTORS GOING IN AND, AND YOU'RE SURROUNDING THE WHOLE SCHOOL WITH REALLY GREAT STUFF. BUT WE NEED TO MAKE SURE THAT THE CENTER OF THE SCHOOL IS ACTUALLY THE FOCUS. AND OVER ABOUT A FOUR YEAR PERIOD GARNERED 300 MILLION, UM, FOR THE CITY TO BUILD OUT INFRASTRUCTURE AROUND SCHOOLS. UM, I THINK ONE OF THE REASONS FOR OUR SUCCESS IN GARNERING MUCH OF THE FUNDS TO SUPPORT THAT PROGRAM IS WE WERE REALLY ADAMANT ABOUT A ROBUST PARTICIPATION PROCESS DURING THE PLANNING. AND WHEN I SPEAK TO ROBUST, I MEAN, A, AGAIN, ONE OF THE, THE RATIONALES FOR DOING A SCHOOL ZONE IS NOT ONLY IS IT A A AN ANCHOR TO COMMUNITY, BUT THERE IS REALLY, IF THERE'S A, A BUILT IN COMMUNICATIONS CHANNEL THAT'S BEEN RATHER PERFECTED IN GETTING TO THE PARENT COMMUNITY. I THINK YOU TOUCH ON RECEPTIVENESS OF THE SCHOOL LEADERSHIP. SO AGAIN, IN SELECTING THAT PILOT SITE, THAT RECEPTION RECEPTIVENESS OF THE SCHOOL ADMINISTRATION WILL BE IMPORTANT. THEIR COMMITMENT TO SORT OF TAP THEIR CHANNELS TO COMMUNICATE WITH PARENTS THAT THERE'S AN OPPORTUNITY TO PARTICIPATE IN THIS UNIQUE PLANNING PROCESS. UM, SO WE HOPE TO TAKE FULL ADVANTAGE OF THAT DURING THE SITE ASSESSMENT AND, AND CONCEPT DEVELOPMENT PHASE. UH, IT'S CALLED CLIMATE AND ENVIRONMENTAL LITERACY. UM, AND THEN ONE OF THE OTHER KEY ELEMENTS IS MAKING SURE THAT WE'RE DEFINING ALL THE, THE VARIOUS BLUEPRINT PRINT ACTIONS THAT YOU ARE HITTING WITH THE WORK THAT YOU'RE DOING IN YOUR AD HOC.
