AND, UH, WE HAVE BEEN OBVIOUSLY WORKING VERY HARD THIS SEMESTER TO MAKE SOME, UM, BREAKTHROUGHS IN HEADWAY.
WE REALLY APPRECIATE, UM, ALL OF YOU WHO CAME TO CAMPUS FOR OUR TRANSIT FOR HIGHER EDUCATION CONFERENCE.
WE HOSTED, UM, SEVERAL PEOPLE FROM SONOMA COUNTY TRANSPORTATION AND CLIMATE AUTHORITIES.
WE ALSO HAD, UM, MANY OF THE TRANSIT AGENCIES IN SONOMA COUNTY.
I BELIEVE, UH, PROBABLY EVERYONE EXCEPT FOR GOLDEN GATE TRANSIT, SONOMA COUNTY TRANSITS, UH, SANTA ROSA CITY BUS, PETALUMA TRANSIT.
AND WE ALSO HAD, UM, A FIELD REP FROM OUR, UH, CONGRESSIONAL REPRESENTATIVE, MIKE THOMPSON.
SO WE'VE, WE'VE BEEN ADVOCATING FOR OUR TRANSIT ACCESS, UH, ALL THE WAY UP TO THE FEDERAL GOVERNMENT AND WE REALLY APPRECIATE THAT FOR, FOR ALL OF THE PEOPLE THAT WE'RE REACHING OUT TO.
THIS IS LIKE A, A SMALL CITY HALL, A SMALL, UM, CITY TRANSIT SYSTEM, BUT YOU'VE REALLY, UM, MADE US FEEL LIKE WE HAVE SPACE TO COLLABORATE AND WE REALLY MADE, UM, AMAZING STRIDES.
UH, PREVIOUSLY WITH JARED HALL.
HE CAME TO CAMPUS TWO TIMES TO MEET WITH US, ASIDE FROM THE CONFERENCE.
AND WE WERE ABLE TO PROVIDE, WE'VE BEEN DOING A LOT OF OUR OWN RESEARCH, UM, SURVEYS AND, UM, FOCUS GROUPS AND WE HAVE CALIBRATED A LOT OF DATA, SO WE LOVE TO BE ABLE TO SHARE THAT.
AND WE APPRECIATE ALL THE DATA COLLECTION.
AND, UM, I ACTUALLY BROUGHT, SET A LITTLE PACKET FOR, FOR EVERYONE.

UM, SO HERE WE JUST TALK A LITTLE BIT ABOUT WHAT HAS HAPPENED THIS SEMESTER IS OUR CONFERENCE CAN TAKE PASS.
SO WE ALSO, UM, TALKED TO SOME DEGREE BECAUSE WE PROVIDE FREE BUS FARE.
OBVIOUSLY YOU GUYS PROVIDE FREE BUS FARE, BUT FOR, WITH OUR TRANSPORTATION FUND, WE PROVIDE FREE BUS FARE FOR THE OTHERS.
AND WE TALKED ABOUT AT OUR CONFERENCE ABOUT HOW FREE IS NOT FREE FOR STUDENTS AND SOME OF THOSE IMPACTS THAT IMPACT EQUITY.

ACCESS IS NOT EQUITABLE ACCESS.TRUE EQUITY REQUIRES ROUTES THAT REACH STUDENTS REACH CAMPUS WITH SCHEDULES THAT SERVE THEIR LIVES AND CONNECTIONS THAT MAKE HIGHER EDUCATION ACTUALLY REACHABLE AND ATTAINABLE.
SO THIS, UM, TRANSIT ACCESS IS REALLY IMPORTANT FOR A LOT OF STUDENTS, ESPECIALLY GETTING FROM CAMPUS TO SMART TRAIN.
SO WE HAVE ALSO INCLUDED SOME OF OUR PEAK TIMES HERE AND, UM, WITH, WITH THE UNDERSTANDING THAT STUDENTS NEED ABOUT TO GET THERE ABOUT 30 MINUTES BEFORE THESE PEAK TIMES.
SO, UM, AND THEN JUST SOME IN YOUR, AN ENDORSEMENT FROM YOUR MAYOR AND, UH, SOME OF THE, UH, SOME OF THE BACKGROUND ON THE PROJECT THAT WE WERE WORKING ON WITH THE GRANT.
SO, UM, IT'S, IT'S STUFF THAT YOU ALREADY KNOW, BUT WE JUST BASICALLY, ESPECIALLY BECAUSE WE'RE JUST HERE MEETING MARIA, UH, THANK YOU

HAVE A RECOMMENDATION TO CITY COUNCIL TO ADOPT RESOLUTION AUTHORIZING THE SUBMISSION OF AN APPLICATION FOR THE LOW CARBON TRANSIT OPERATIONS PROGRAM AND THE EXECUTION OF THE CERTIFICATIONS AND ASSURANCES FOR THE FOLLOWING PROJECT, PETALUMA TRANSIT FAIR FREE.SO MIMI, WILL YOU PLEASE PRESENT? YES.
SO YOU ALL HAVE SEEN EL COP, THE LOW CARBON TRANSIT, UM, TRANSPORTATION AND OPERATING PROGRAM, UM, APPLICATION COME THROUGH ANNUALLY.
USUALLY AROUND THIS TIME EVERY YEAR, UH, WE COME FORWARD REQUESTING YOUR RECOMMENDATION TO RECOMMEND TO COUNCIL.
A LOT OF RECOMMENDATIONS TO GET THERE.
UM, FOR THIS ANNUAL APPLICATION, IT IS A FUND THAT IS GENERATED THROUGH CAP AND TRADE.
UM, AND THIS YEAR, UH, PETALUMA HAS BEEN ALLOTTED $136,894.
IN THE PAST, WE HAVE USED IT TOWARDS ELECTRIC BUS PURCHASES.
WE ARE WELL FUNDED IN ELECTRIC BUS PURCHASES FOR THE NEXT PHASE.
UH, THIS YEAR WE ARE APPLYING IT TO, OR WE'RE, OUR APPLICATION IS TO TOWARDS, UH, FAIR FREE OPERATIONS BECAUSE THAT IS ONE OF THE CA ALLOWABLE CATEGORIES.
UM, AND SO ESSENTIALLY THIS WOULD ALLOW OPERATING REVENUE TO OPERATE FAIR FREE PROGRAMS, WHICH WE ALREADY ARE DOING.
UM, AND TO HOPEFULLY EXPAND BRIGHTER SHIP, UM, ON THE LINES THAT THAT FAIR FREE OPERATION WOULD DESERVE OR WOULD SERVE OTHER AGENCIES MIGHT CHOOSE TO DO BY CERTAIN POPULATION.
BUT BECAUSE WE ARE A FAIR FREE AGENCY, IT'S NOT POPULATION SPECIFIC.
